and when both of us consider it to be desirable.
But what I press for now, as strongly as I possibly
can, is that both the British Kinister and his
Chinese Secretary should come to Hong Kong at
frequent intervals, not less than once a year, and
familiarize themselves with conditions in southern
China and in this Colony by personal visits. Hong
Kong is our most valuable asset on the China coast,
and the Hong Kong situation ought, therefore, to
be studied at first hand by the British Legation in
China, while the presence of the Minister and his
Chinese Secretary in this Colony would be invaluable
for the purpose of instructing prominent British
and Ühine se merchants in Hong Kong as to the Anglo-
Chinese policy pursued by His Majesty's Government.
